Cooper Camp in Quebec, offers a guaranteed hunt where if you don't take a bear, you get a 50% refund, or come back the next year for the cost of your license. They feed you really well. The bunkhouse is an old logging camp, a little run down, but not dirty. (Just needs paint). You can fish for just a few $$$ more. The only thing I would recommend is a high quality bug suit. The skeeters & the black flies will carry you off other-wise, but I think all Canadian hunts are like that. Lastly, if you take the largest bear of the week, you win a free Caribou hunt.
